Is there any way to change the size of the header image within the layout instead of having to make a photo with a specific size?

Well, you could maybe try:

width="60%"

inside either the image tag or the header-inner div (I think the former will resize the image while the latter will resize the whole image header container). You can specify in pixels too. That way should also resize it vertically by default to constrain proportions, but it may also make the picture look a bit crap, because it's not a great re-sizing routine.
